has spanned 36 years as an executive and now
as a consultant, not only has great expertise in

Mr. Rubino has provided expert witness testimony on dozens of cases involving transportation regulatory issues and also accidents and injuries, and he has been a featured speaker on a variety of subjects at various transportation conventions. He has made more than 140 industry speeches or presentations since 2000. ·  Has provided expert testimony on 14 regulatory cases in the past 3 years.
· From 1981 to date, has provided expert testimony more than 50 times regarding traffic accidents and passenger injuries.
· In 2005, on behalf of Yellow Cab of Ft. Lauderdale, submitted to Mona Fandel, Director of Taxicab Regulation, research report “Do More Cabs on the Street Mean Better Service to the Public? An Examination of the MYTHS vs. the REALITY”. 
· In 2004, was engaged by Alderman David Lenhart of City of Frederick,   MD, to assist in re-writing city’s 40 year-old Taxicab Ordinance,
· Assisted the TLPA in creating Driver Guidelines for the taxicab and paratransit industries.
· In 2003, at request of Alice Kelly, Council Staff, consulted with Washington, DC, staff counsel and with Councilwoman Carol Schwartz to address City of Washington, DC, Special Taxicab Panel regarding problems in the city’s local taxicab regulations.
